Jeonbuk pointed out the primary problem with the substitution of Kim In-seong and Shin Kwang-hoon in the 26th minute of the first half of this game and the subsequent participation of the two players in the game. The second referee made a substitution decision to replace No. 7 Kim In-seong and bring in No. 17 Shin Gwang-hoon. The same was recorded in the replacement table and official record sheet.

Accordingly, Jeonbuk said, “In accordance with the provisions of Article 3, Paragraph 3, Player Substitution Procedures of the International Football Association Board (IFAB) Game Rules 22/23 published by the Korea Football Association (KFA), Kim In-seong and Shin Kwang-hoon are players who are not ‘eligible to participate in the match.’ “I participated in the game as a player,” he claimed.

According to Article 33, Paragraph 2 of the game regulations, if an ineligible player is discovered to be playing during the game, the game shall continue, but the player shall be ejected. Jeonbuk raised an objection to the fact that no such action was taken that day.

In addition, Jeonbuk added, “In accordance with Article 33, Paragraphs 2 and 4 of the Professional Football Federation’s Game Regulations, our club requested Pohang’s 0-3 forfeit for the participation of ‘unqualified players’ in the match.”
